ATLANTA (GA) – As the colder winter months approach, the Georgia Department of Human Services (DHS) will once again help Georgians struggling to keep up with the cost of heating their homes. The agency’s Low Income Home Energy Assistance Program (LIHEAP) will receive approximately $65.4 million dollars in federal funds, under the continuing resolution limitation, to assist low-income, elderly and disabled Georgians with their heating bills. On November 2, 2009, local community action agencies began administering all available funds under state contracts, and homebound and elderly (aged 65 and older) households were able to begin applying for help. All other eligible families may apply starting December 1, 2009. In most cases, payments will be made directly to the home energy supplier for gas, electricity, propane gas, wood, coal or kerosene. Qualifying applicants will receive payments of either $310 or $350. To participate in the program, the family must meet a yearly income equal to or less than 60 percent of the state median income. For a one-person household, that would be $21,458; for two people, $28,061; for three people, $34,663; for four people, $41,266; for five people, $47,868; for six people, $54,471, for seven people, $55,709; for eight people, $56,947 (for each additional person, add $1,238 to annual income). To qualify, applicants must bring their most recent fuel bill or statement of service from their heating provider. They also must have proof of income for all household members for the last 30 days. This may be paycheck stubs, a letter granting public assistance, Social Security or unemployment benefits. Applicants must also have social security numbers for all household members. Verification of age will be required for all elderly households. Assistance will be offered on a first-come, first-serve basis. The program will close April 30, 2010, or when funds are exhausted. For more information, contact the Division of Family and Children Services, Community Based Programs in metro Atlanta, by calling 404-656-2323 or toll free at 1-800-869-1150.

ATLANTA (GA) – Prospective adoptive families will have an opportunity to meet approximately 20 children, each with the hope of finding a permanent family, at an adoption gathering on Saturday, November 14, from 9:30 a.m. to 12:30 p.m., at the Jim Huie Recreation Center in Jonesboro. Sponsored by the Georgia Department of Human Services (DHS) Division of Family and Children Services (DFCS), this event will give prospective adoptive parents a unique opportunity to meet the children in a comfortable, fun-filled environment. Families who are unable to attend the gathering in Jonesboro may still interact with this same group of children via video on Saturday, November 14, from 10 a.m. to noon. Videoconference sites will be set up at Armstrong Atlantic State University in Savannah, Esquire Solutions in Augusta, Macon State College and Valdosta State University. “This year marks 10 years of using these events to connect prospective adoptive families with children who need loving homes,” said Mark Washington, assistant commissioner of DHS. “We want to celebrate those families that have been created as a result of these events and also recognize that there are still children out there who are waiting for their own permanent family.” There are approximately 2,200 children in Georgia who need adoptive families. They are typically 8 years old and older, African American and/or a member of a sibling group being placed together. Families interested in adopting older children or learning more about the program are encouraged to attend either the event in Jonesboro or one of the videoconference sites. To avoid confusion, only children in need of adoptive families should attend the adoption gathering. Families who plan to attend one of the videoconference sites are more than welcome to bring their children. For more information, call toll-free 877- 242-5774 or visit the DHS website at www.dfcs.dhs.georgia.gov/adoptions. -------------------------------------------------------------------------------- For information, contact:

Temporary child care assistance program targets families affected by recession

ATLANTA (GA) – The Georgia Department of Human Services (DHS) has created a new federally funded program called Temporary Child Care Assistance (TCCA) that will be operated under the state’s Child Care Program. The program, which ends in September 2010, will provide time-limited assistance with child care costs for families that qualify. “We know a lot of families have been impacted by the recession and are struggling to find jobs, upgrade their skills or perhaps work part-time while having to care for children,” said Mark Washington, DHS assistant commissioner. “TCCA is a temporary program created to help these families access safe and quality child care so they can concentrate on gaining employment, complete a training program or enroll in an education program to enhance their skill sets.” Families approved for TCCA have the option to choose their own child care provider. However, the provider must be registered or licensed with the Department of Early Care and Learning. To qualify for TCCA, a person must: Be a Georgia resident Be actively involved in either job readiness training, vocational training, technical school or college Be unemployed or work part-time Have income that falls within the income guidelines (e.g., a family of four must earn $42,400 in annual income or less to qualify) Care for a child who is 12 years old or younger (or 17 years or younger if they have special needs) TCCA is funded with a portion of the funds Georgia received as part of the American Recovery and Reinvestment Act (ARRA) signed by President Barack Obama in February 2009. Funds will only be available until September 30, 2010, after which the TCCA program will be closed. TCCA is a separate program from Georgia’s Child Care and Parent Service (CAPS) program, which provides child care benefits to families who are either employed more than 24 hours per week, involved in specific work activities, are parents younger than 21 years of age, are foster parents, or receive TANF benefits. In addition, TCCA applications are not processed at local Division of Family and Children Services (DFCS) offices like CAPS applications. To receive TCCA benefits, families must either apply directly online by visiting www.COMPASS.ga.gov. or call 1-866-371-8222 to receive a paper application by mail.

ATLANTA (GA) – The next generation of human services in Georgia will be the focus of Human Services Day on Thursday, October 8, 2009, at the Georgia State Capitol. The celebration, scheduled for 10 a.m. to 11 a.m. on the Mezzanine Floor of the Capitol’s South Wing, marks the first 100 days of the new Georgia Department of Human Services (DHS). DHS was formed in July 2009 after Governor Sonny Perdue reorganized the former Georgia Department of Human Resources. Georgia State Senator Renee Unterman and DHS Commissioner B.J. Walker will speak at the event. In addition, three DHS customers will speak about how the services they received improved their lives. The speakers include Patricia Currence, a foster mother; Martez Fitzpatrick, a Georgia Fatherhood Program participant; and Marian Tucker, a grandmother who cares for her five grandsons. DHS consists of the Division of Family and Children Services (DFCS), the Division of Aging Services (DAS), the Division of Child Support Services (DCSS), the Office of Residential Child Care (RCC) and various support offices. The agency’s mission is to strengthen Georgia’s families and protect vulnerable children and adults by being a resource to families – not a substitute.

Families meet children in-person or by videoconference at adoption event

ATLANTA (GA) – Prospective adoptive families will have an opportunity to meet approximately 20 children, each with the hope of finding a permanent family, at an adoption gathering on Saturday, October 17, from 9:30 a.m. to 12:30 p.m., at the Cherokee Retreat Center in White. Sponsored by the Georgia Department of Human Services (DHS) Division of Family and Children Services (DFCS), this event will give prospective adoptive parents a unique opportunity to meet the children in a comfortable, fun-filled environment. Families who are unable to attend the gathering in White may still interact with this same group of children via video on Saturday, October 17, from 10 a.m. to noon. Videoconference sites will be set up at Armstrong Atlantic State University in Savannah, Esquire Solutions in Atlanta and Augusta, Macon State University and Valdosta State University. “The focus of these events is to find stable, loving and permanent families for our children,” said Mark Washington, assistant commissioner of DHS. “The children are busy with fun games and activities, so prospective families can see them as they really are.” There are approximately 2,200 children in Georgia who need adoptive families. They are typically 8 years old and older, African American and/or a member of a sibling group being placed together. Families interested in adopting older children or learning more about the program are encouraged to attend either the event in White or one of the videoconference sites. --------------------------------------------------------------------------------

September 18, 2009 ATLANTA (GA) – On Wednesday, September 30, 2009, the Georgia Fatherhood Program, a division of the Georgia Department of Human Services (DHS) Office of Child Support Services (OCSS), will sponsor a career fair to provide new career opportunities. The career fair, which is open to all job seekers, will be held at the Goodwill of North Georgia located at 1502 Pleasant Hill Road in Duluth, Georgia, from 10 a.m. to 4 p.m. Attendees are asked to dress professionally and be prepared to interview immediately on site. Attendees will have the opportunity to receive resumé writing assistance, apply for positions, discuss employment opportunities and learn about OCSS and the Georgia Fatherhood Program. Over the past decade, OCSS has worked to increase the number of parents who remain current on child support through the Fatherhood Program. The Fatherhood Program helps non-custodial parents overcome employment barriers so they can gain steady employment and make timely payments. These employment barriers include lack of a high school diploma or GED, no driver’s license or transportation, alcohol and substance abuse, criminal records and mental health issues. The program works with non-custodial parents who are willing yet unable to pay their support regularly. The Fatherhood Program typically takes three to six months to complete and serves both fathers and mothers who are non-custodial parents. The participants are required to work at least 20 hours per week while enrolled in the program and pay child support. Once enrolled in the program, participants receive assistance in obtaining full-time employment at a livable wage. Georgia’s Fatherhood Program is the largest state-operated fatherhood program in the United States. Fatherhood Flyer
