         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Europa es una vieja señora de andar lento. Los avances decididos sólo le son posible cuando sincroniza adecuadamente todos sus órganos vitales: cerebro anglo-nórdico, corazón mediterráneo y pulmones centroeuropeos. <strong>La Declaración de Malmö aprobada ayer parece el signo de un caminar decido de Europa hacia la Administración 2.0 apoyándose en el Gobierno Electrónico.</strong></p>
<p style="text-align:justify;">
<p style="text-align:justify;">Habrá tiempo de analizarla, hoy por hoy <strong>sólo dispongo de uno de sus últimos borradores</strong> que gentilmente me ha facilitado un compañero. A la luz de dicho borrador, existen motivos para pensar que el camino hacia la Administración 2.0 está abierto. Unos cuantos <strong>puntos a destacar en la misma</strong> son:</p>
<ul style="text-align:justify;">
<li>Los servicios de <strong>Gobierno Electrónico son identificados como un apoyo decisivo para superar los retos</strong> sociales, económicos y medioambientales de nuestra sociedad</li>
<li>Establece la <strong>necesidad de una mayor colaboración entre Administraciones Públicas</strong> para facilitar el desarrollo de servicios transfronterizos y reducir cargas administrativas (importante a este último respecto la referencia a caminar hacia evitar pedir más de una vez datos al ciudadano)</li>
</ul>
<ul style="text-align:justify;">
<li>Asume como propios los valores de <strong>participación, transparencia y empoderamiento</strong> propugnados en el manifiesto <strong>“</strong><strong><a rel="nofollow" target="_blank" href="http://eups20.wordpress.com/the-open-declaration/">Open Declaration on European Public Services<strong>”</strong></a></strong><strong> </strong></li>
</ul>
<ul style="text-align:justify;">
<li>Por primera en una Declaración Ministerial de la UE se hace <strong>referencia explícita al factor humano (por dos veces aparece el término “funcionario”) resaltando con ello su importancia </strong>en el cambio organizacional que se avecina</li>
<li>Recuerda la necesidad que tienen las Administraciones Públicas de <strong>reducir su huella medioambiental</strong></li>
<li>Apoya decididamente el uso de <strong>especificaciones abiertas</strong> y recomienda la promoción del <strong>software libre</strong></li>
<li>Proclama la necesidad de hacer de la <strong>innovación el centro de la actividad administrativa</strong></li>
</ul>
<p style="text-align:justify;">
<p style="text-align:justify;">Tras los nuevos objetivos establecidos en la Declaración, <strong>tan sólo queda esperar que el Plan de Acción para alcanzarlos, también previsto en la misma, sea igual de ambicioso</strong>. No deja de ser curioso que la Declaración de los gobernantes <strong>incluya algunos de los principios que algunos echábamos de menos</strong> en la <strong><a rel="nofollow" target="_blank" href="http://eups20.wordpress.com/the-open-declaration/">“Open Declaration on European Public Services”</a> </strong>(ver <a rel="nofollow">Apuntes Electrónicos</a> y <a rel="nofollow" target="_blank" href="http://www.neocivis.es/2009/09/the-open-declaration-eu-for-neocivis-the-fifth-principle/">Neocivis</a>). Al final va a resultar que, como en Mayo de 1968, hemos de ser más razonables y pedir lo aparentemente imposible.</p>

<p style="text-align:justify;"><strong><a rel="nofollow" target="_blank" href="http://broucasola.blogspot.com/2009/10/la-declaracio-oberta-open-declararation.html">No soy el único en seguir y admirar el trabajo que realiza David Osimo</a>. </strong>Sin duda es uno de los principales animadores del escenario europeo de la Administración 2.0 y quizás sólo echo de menos que escriba algo más en <a rel="nofollow" target="_blank" href="http://egov20.wordpress.com/">su bitacora,</a> a través de la cual muchos nos iniciamos en el tema. <strong>Su última hazaña ha sido la promoción del desarrollo de <a rel="nofollow" target="_blank" href="http://eups20.wordpress.com/the-open-declaration/">&#8220;Una declaración abierta para los servicios públicos europeos&#8221;</a>. </strong></p>
<p style="text-align:justify;">No puedo dejar de solidarizarme con los principios que la declaración propone que han de regir los servicios públicos en Europa, pero <strong>creo que David, esta vez, se ha quedado corto</strong>. Demasiado hincapié en dar un lugar a la sociedad en el desarrollo de los mismos y <strong>poco (ningún) espacio dedicado al cambio de modelo organizacional de las Administraciones Públicas. </strong><a rel="nofollow" target="_blank" href="http://apunteselectronicos.wordpress.com/2009/10/26/recetas-contra-la-fatiga-del-gobierno-electronico/">El cambio de dicho modelo es esencial de cara a progresar en la mejora de muchos servicios públicos, los servicios de Gobierno Electrónico sin ir más lejos. </a></p>
<p style="text-align:justify;"><strong>El olvido es lógico dado que la práctica totalidad de los actores que han colaborado con David no forman parte de las Administraciones Públicas.</strong> No quiero que ello se entienda como corporativismo, sino como autocrítica hacia los que no hemos colaborado lo suficiente. Elllo ya es un indicio que la evolución de los servicios públicos europeos pasa por una evolución en nuestros modos de trabajar.</p>
<p style="text-align:justify;">Tras este discurso de contrición, llegando fuera de tiempo, le facilito a David, esta contribución tardía a su esfuerzo. Un cuarto principio que debería regir también los servicios públicos europeos:</p>
<p style="text-align:justify;padding-left:30px;"><em><strong>Administraciones Públicas Inteligentes,</strong> la colaboración entre organizaciones públicas y empleados públicos más activos son piedras angulares en la construcción de los servicios públicos. Una mayor fluidez en las relaciones e intercambio de la información entre las organizaciones, permitirá construir servicios públicos más adptados a las necesidades de la sociedad y que impliquen menos cargas administrativas sobre los ciudadanos. Es necesario para ello, aprovechar y mejorar las capacidades internas de las organizaciones públicas haciendo uso más eficiente y eficaz de los empleados públicos, cambiando sus modos de trabajar a través de las herramientas que permiten una mayor contacto de los mismos con los ciudadanos a los que sirven.</em></p>

         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;"><strong><a rel="nofollow" target="_blank" href="http://broucasola.blogspot.com/2009/10/la-declaracio-oberta-open-declararation.html">I&#8217;m not the only one in Spain who follows and admires the work done by David Osimo.</a></strong> It is certainly one of the main leaders of the Government 2.0 European scene and perhaps I only miss some more posts on his blog, through which many of us were initiated on the subject. <strong>His latest feat has been promoting the development of <a rel="nofollow" target="_blank" href="http://eups20.wordpress.com/the-open-declaration/">&#8220;An Open Declaration on European Public Services&#8221;</a>.</strong></p>
<p style="text-align:justify;">I must express my solidarity with the principles that the Declaration proposes for the governance of public services in Europe, but <strong>I think David, this time, has fallen short</strong>. Too much emphasis on giving a place to the society in developing them and <strong>little (none) space dedicated to changing organizational model of public administrations.</strong> The change of the model is essential to progress towards the improvement of many public services, for instance electronic government services.</p>
<p style="text-align:justify;"><strong>Forgetting is logical given that virtually all of the actors who have worked with David are not part of the Public Administrations.</strong> I do not want it to be understood as corporatism, but as self-criticism toward those of us who have not worked hard enough in the issue. This is a clear signal that the evolution of European public services it is only possible through an evolution in our ways of working.</p>
<p style="text-align:justify;">After this speech of contrition, coming out of time, I provide David this belated contribution to the effort. <strong>A fourth principle that in my opinion should also govern European public services</strong>:</p>
<p style="text-align:justify;padding-left:30px;"><em><strong>Intelligent Public Administrations,</strong> collaboration between public organisations and most active civil servants are cornerstones in building european public services. Greater fluidity in the relations and exchange of information between public organizations, will allow to build public services more adapted to the needs of society and that require less administrative burdens on citizens. It is needed to take advantage of and enhance the internal capabilities of public organizations with a more efficient and effective use of civil servants, changing their ways of working through tools that allow them greater contact between them and with citizens who serve.</em></p>

         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Este año 2009 en que &#8220;se nos acaba el mundo&#8221; de la Sociedad de la Información, hace <strong>especialmente importante los papeles, estudios y material generado al respecto por el país que detenta la rotatoria Presidencia de la UE, en este caso la Suecia patria chica de Lisbeth Salander</strong>. Con anterioridad, dentro del Gobierno Electrónico, nos hemos referido a parte de estos materiales como la futura Declaración Ministerial de Gobierno Electrónico de Malmö. Existen otros <strong>documentos interesantes, como el recientemente liberado <a rel="nofollow" target="_blank" href="http://ec.europa.eu/information_society/eeurope/i2010/greenknowledgesociety.pdf">&#8220;A Green Knowledge Society&#8221;</a>, </strong>que, como subtitulo indica, aspira a ser la guía para la <strong>agenda política TIC de la UE de aquí al 2015</strong>. No he visto una repercusión del mismo en la blogosfera o twittersfera, lo que no deja de ser preocupante, ya que en sus páginas es probable se encuentre escrito parte de nuestro futuro.</p>
<p style="text-align:justify;">El documento está bien construido, bien estructurado y es fácil de leer. Su resumen ejecutivo está especialmente cuidado. Si he de quedarme con algo, <strong>me quedo con su realista diagnóstico de situación de partida para las políticas TIC</strong> <strong>de cara al 2015</strong>, que puede resumirse en los siguientes puntos:</p>
<ul>
<li style="text-align:justify;"><strong>Creciente importancia de disponer una política TIC por parte de los Gobiernos</strong>, su ubicuidad en la sociedad actual le hace merecedora de tal dedicación al igual que se hace para, por ejemplo, los campos fiscal o energético</li>
<li style="text-align:justify;">La <strong>necesidad de reconciliar en las políticas TIC sus aspectos horizontales/transversales y verticales/específicos</strong></li>
<li style="text-align:justify;"><strong>Reconocimiento del paso atrás en las TIC en la UE.</strong> Acertado los ejemplos de como de inventar la Web y el Linux, hemos pasado a meros usuarios de la Web 2.0 y las aplicaciones Open Source</li>
</ul>
<p style="text-align:justify;">Este diagnóstico generalizado de las políticas TIC es aplicable a cualquier aspecto específico de las mismas. <strong>El Gobierno Electrónico no está exento de este diagnóstico, en especial de sus aspectos pesimistas: Existe una fatiga del Gobierno Electrónico </strong>(término acuñado por mi admirado <a rel="nofollow" target="_blank" href="http://blogs.gartner.com/andrea_dimaio/">Di Maio</a>). En resumen:</p>
<ul>
<li style="text-align:justify;">La introducción de las TIC en las AAPP <strong>no han provocado la modernización esperada</strong>, en especial cuando no existía voluntad de modernización en quienes habían de ejercer el liderazgo del cambio</li>
<li style="text-align:justify;">La introducción de las TIC <strong>no ha supuesto hasta ahora un cambio de las estructuras jerárquicas de las AAPP</strong> por modelos de organización en red, más efectivos y planos</li>
<li style="text-align:justify;">El uso de las TIC <strong>no ha sido asumido de modo homogeneo por todos los integrantes de las AAPP,</strong> y en ocasiones, como en toda empresa, sigue viéndose como un obstáculo al negocio</li>
</ul>
<p style="text-align:justify;">¿Cómo seguir avanzando? <strong>¿Cómo vencer está fatiga del Gobierno Electrónico?</strong> Pues recientemente, dos de mis blogueros favoritos daban dos recetas para ello, con <strong><a rel="nofollow" target="_blank" href="http://caldocasero.blogspot.com/2009/10/aplicar-el-dospuntocerismo-la.html">voluntad de cambio de los responsables </a>e <a rel="nofollow" target="_blank" href="http://blogs.gartner.com/andrea_dimaio/2009/10/16/why-so-many-are-getting-government-2-0-wrong/">incidiendo en hacer uso del mayor valor de las AAPP, el factor humano</a>.</strong></p>

         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Hace unos meses, comenzó a estar en la lista de temas que ocupan el tiempo libre que dedico a esta bitacora el <strong>cierre de las ventanillas presenciales</strong>. Aún siendo un escenario de futuro consecuencia de las inversiones en Gobierno Electrónico, <strong>la llegada al mismo nunca podrá ser plena y exige una planificación estratégica adecuada</strong>. Esta planificación es denominada en el Reino Unido <strong>&#8220;Estrategia Multicanal&#8221;. </strong>Dentro del continuo proceso de mejora de la Administración Pública Británica, se ha establecido el objetivo de desarrollar en cada Ministerio una &#8220;Estrategia Multicanal&#8221; antes de Marzo de 2010. Como apoyo a esta tarea, el Cabinet Office <a rel="nofollow" target="_blank" href="http://www.cabinetoffice.gov.uk/public_service_reform/contact_council/resources/channel_strategy.aspx">ha editado una serie de documentos guía</a> que son la principal fuente de información de esta entrada.</p>
<p style="text-align:justify;"><strong>Una estrategia multicanal describe como una organización administrativa va a prestar los servicios que tiene encomendados haciendo uso de los recursos a su alcance.</strong> Su desarrollo, por tanto, es clave en la relación con el ciudadano, por ser elemento angular de la imagen que éste va a tener de la organización.</p>
<p style="text-align:justify;">Son muchas <strong>las razones que impulsan a las organizaciones administrativas a desarrollar una estrategia multicanal</strong>. Podemos clasificar estas razones en dos grandes grupos</p>
<ul>
<li style="text-align:justify;"><strong>Intrinsecas a la organización:</strong> Reducir <strong>costes </strong>sin reducir servicios, reorganizar recursos para ser más <strong>eficaz</strong>, obligación de <strong>mejora continua</strong> incorporando nuevos medios, &#8230;</li>
<li style="text-align:justify;"><strong>Extrinsecas a la organización:</strong> <strong>Demanda </strong>de más servicios en situaciones de crisis, expectativas de la ciudadanía consecuencia <strong>estándares de prestación de servicios establecidos por sector privado,</strong> facilitar construir servicios de valor público por elementos externos a la Administración, &#8230;</li>
</ul>
<p style="text-align:justify;"><strong>El desarrollo de una estrategia multicanal no puede ser estandarizado</strong>. No existen dos unidades administrativas iguales en servicios o ciudadanos objetivos principales de los mismos. Tan sólo, por tanto, pueden darse unas pautas metodológicas para ello, que es lo que pretende hacer la guía editada por el Cabinet Office. El desarrollo de una estrategía multicanal <strong>consta de tres elementos</strong>:</p>
<ul>
<li style="text-align:justify;">Identificación de los <strong>principios de servicio y objetivos</strong> propios de la organización</li>
<li style="text-align:justify;"><strong>Evaluar como cada posible canal puede ayudar</strong> en la materialización de estos principios, sin descuidar la obligación de una estrategia de inclusividad en la aproximación global</li>
<li style="text-align:justify;">Desarrollar las <strong>acciones que permitan la migración de los canales</strong> de prestación de servicios en uso al modelo deseado</li>
</ul>
<p style="text-align:justify;">La siguiente figura ilustra la relación entre estos elementos.</p>

<p style="text-align:justify;">El elemento más crítico de la estrategia es precisamente el último de ellos, <strong>cómo conseguir la migración de los ciudadanos hacia los canales que se han identificado </strong>como más eficientes para el prestador y más efectivos para la satisfacción de las necesidades ciudadanas. Las pautas, necesariamente, han de ser generales por la especificidad de casos de cada organización pero han de incluir:</p>
<ul>
<li style="text-align:justify;"><strong>Gestión integral y centralizada de todos los canales utilizados,</strong> que evite al mismo tiempo inconsistencias en la prestación del servicio y que los intereses contrapuestos de los actores que intervienen en cada canal se impongan a los de la organización.</li>
<li style="text-align:justify;"><strong>Involucrar a los ciudadanos objeto del servicio, </strong>siendo participes de la selección de canales y el diseño de su uso</li>
<li style="text-align:justify;"><strong>Continuo proceso de mejora basado en el ciclo PDCA de Deeming, </strong>estableciendo indicadores de eficiencia y efctividad globales del servicio y particulares de cada canal</li>
</ul>

         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">No hace unos días que &#8220;El País&#8221; publicaba una noticia que reabría un viejo debate. <a rel="nofollow" target="_blank" href="http://www.elpais.com/articulo/espana/Gobierno/minoria/maternidad/elpepunac/20090926elpepinac_12/Tes">Dos concejales en estado de buena esperanza amenazan con dejar en minoria al gobierno municipal de Bullas.</a> Una solución puesta en sobre el tapete es la reforma constitucional que permita hacer uso del voto telemático a los representantes electos.</p>
<p style="text-align:justify;">Ello abré da lugar a la necesidad de dar respuesta, al menos, a dos preguntas. La primera es determinar cuándo podrán sus señorías y similares hacer uso del voto electrónico. Aunque el debate se reabra con motivo de unas licencias laborales por maternidad, pueden darse otras circunstancias (no necesariamente por razones de salud) en que este justificado este voto remoto. ¿Pero quién determina esa justificación? ¿La responsabilidad del representante electo? ¿Un lista exhaustiva incluida en la legislación?. La respuesta no es fácil, sobre todo por la continua sospecha ciudadana de picaresca por parte de sus representantes (<a rel="nofollow" target="_blank" href="http://www.elpais.com/articulo/opinion/Absentismo/Congreso/elpepuopi/20090926elpepiopi_9/Tes">sin ir más lejos, ese mismo día el mismo periódico publicaba una Carta al Director al respecto</a>).</p>
<p style="text-align:justify;">La segunda pregunta es aún de más difícil respuesta. Supuesto que se habilita el voto electrónico para el representante electo, ¿qué razones habría para no habilitar el mecanismo como medio de una actuación cotidiana de la ciudadanía? Es de suponer que no se haría al mismo tiempo, pero sería difícil justificar su no habilitación en plazo medio después de la primera medida una vez que a sus señorías se les diera la posibilidad de votar electrónicamente en los debates.</p>
<p style="text-align:justify;">Curioso como la conciliación laboral de sus señorías conduce a la democracia asamblearía, <a rel="nofollow" target="_blank" href="http://www.wikinomics.com/blog/index.php/2009/09/23/the-dark-side-of-political-discourse-on-the-internet/">con los riesgos que eso implica.</a></p>

         <description>Every two years, EU Ministers gather to agree on a Ministerial Declaration on e-government, which is the main European strategic document. This is usually accompanied by an Industry declaration.
We feel the urge to add an open declaration, collaboratively built and endorsed by EU citizens who share the view that the web is transforming our society and our governments. We feel e-government policies in Europe could learn from the open, meritocratic, transparent and user-driven culture of the web. We also feel that current web citizens should engage more positively with government to help designing a strategy which is genuinely difficult to adopt in the traditional culture of public administration.
We trust that if we manage to deliver quality of insight and quantity of endorsement, we will present this declaration officially at the EU ministerial conference on e-government, in Malmo on November 2009.</description>

         <content:encoded><![CDATA[<div class='snap_preview'><p>Cada dos años, los ministros europeos encargados del eGovernment se reúnen para debatir sobre las grandes áreas de actuación en la materia para los años venideros y éstas quedan reflejadas en la publicación de una Declaración Ministerial consensuada. Conjuntamente, se organiza un congreso sobre la materia. Este año el <a rel="nofollow" target="_blank" href="http://www.egov2009.se/">evento</a> se celebrará en Noviembre de 2009 en Malmö (Suecia).</p>
<p>En los últimos tiempos, el uso de la Web por parte de administraciones, ciudadanos, empresas y demás actores ha cambiado radicalmente. La llegada de la Web 2.0 ha hecho que se permita avanzar aún más en la consecución de una administración realmente centrada en el ciudadano, pero ¿se está utilizando estás herrmientas de forma adecuada? ¿realmente están utilizando las administraciones el máximo potencial de la Web?</p>
<p>En el mes de Marzo de 2009 se organizó un taller en Bruselas sobre <a rel="nofollow" target="_blank" href="http://www.epractice.eu/publicservices/">Servicios Públicos 2.0</a>, para debatir sobre este tema, revisar aplicaciones y servicios ya existentes y debatir sobre las mejoras. En mi caso personal, por desgracia, sólo pude asistir parcialmente (tuve la mala suerte de romperme un brazo cuando iba hacia allí), pero los debates que pude tener con los principales organizadores, algunos de los asistentes, y posteriores reuniones me dejaron claro que teníamos que seguir e ir un paso más alllá.</p>
<p>Si bien declaraciones como la Ministerial son importantes, algunos de los allí presentes creemos que se puede ir más allá de las intenciones y poner las bases de iniciativas específicas sobre cómo utilizar la Web para transformar los servicios púbicos. Para ofrecer sugerencias en este aspecto hemos decidido lanzar una una iniciativa para recopilar ideas y crear de forma colaborativa una <a rel="nofollow" target="_blank" href="http://eups20.wordpress.com/">declaración sobre servicios públicos 2.0</a> que esperamos pueda ser presentada oficialmente en la reunión ministerial.</p>
<p>Empezamos con una tormenta de ideas en la cual <strong><a rel="nofollow" target="_blank" href="http://eups20.uservoice.com/">tú también puedes añadir tus sugerencias</a></strong> hasta mediados de Julio. Posteriormente iremos agregando las más intersantes y esperamos poder producir un primer borrador a lo largo del mes de Agosto, para luego irlo depurando y conseguir los avales necesarios a lo largo de Septiembre y Octubre para poder presentarla oficialmente en la Ministerial en Noviembre.</p>

         <content:encoded><![CDATA[<div class='snap_preview'><p>At the <a rel="nofollow" target="_blank" href="http://www.epractice.eu/publicservices">EUPS20 workshop</a>, we concluded that we want to engage in the definition of the next EU ICT strategy, following i2010. We feel that government strategies are still detached from how innovation happens today in the web. At the same time we are not happy with just showing off cool web2.0 initiative and complaining about the government approach to IT innovation: it&#8217;s time to <strong>give constructive inputs to government strategies</strong>.<br />
In particular, the EU governments will meet in <a rel="nofollow" target="_blank" href="http://www.egov2009.se/">Malmo in November 2009</a> and they will agree on a common ministerial declaration, as they do every two years, which will define the policy priorities in Europe for the next three years. It&#8217;s necessary and urgent to engage in this process and give constructive input into this process by leveraging collective intelligence.<br />
Therefore, we launched a platform to build collaboratively an <a rel="nofollow" target="_blank" href="http://eups20.wordpress.com/"><strong>Open Declaration on Public Services 2.0</strong></a><br />

         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Los <strong>buscadores de información en Internet supusieron en su momento un elemento facilitador de la expansión en el uso de la Red</strong>. Gracias a ellos, la red dejo de ser un producto sólo para iniciados y se convirtió en herramienta para uso cotidiano de las masas en la vida cotidiana. Tal fue su éxito, que <strong>fueron replicados inmediatamente en los portales de servicios e información, entre ellos los de las Administraciones Públicas</strong>. Sin embargo, aunque han tenido mejoras estéticas o en la eficiencia y efectividad de sus algoritmos de rastreo de la red y selección de resultados, <strong>el concepto de qué es un buscador parecía congelado en el tiempo.</strong></p>
<p style="text-align:justify;">A toda especie le llega el momento de su evolución. <strong>A los buscadores les ha tocado evolucionar en este año que se celebra el 150 aniversario de la publicación de <a rel="nofollow" target="_blank" href="http://en.wikipedia.org/wiki/On_the_Origin_of_Species">&#8220;On the origin of Species&#8221;</a></strong>, la popular &#8220;Teoría de la Evolución de las Especies&#8221;. De modo casi simultáneo en el tiempo, han surgido una serie de iniciativas, alguna de las cuales me he referido anteriormente.</p>
<p style="text-align:justify;">De un lado, aparecen <strong>buscadores verticales de universo limitado</strong>, útiles para localizar conceptos en áreas temáticas concretas. Un ejemplo podemos verlo en <a rel="nofollow" target="_blank" href="http://moneyspeak.direct.gov.uk/">Moneyspeak</a> del Gobierno del Reino Unido. Tanto la búsqueda como los resultados de la misma se presentan dentro de un concepto temático, facilitando acceso a la información de modo simplificado. Útiles para facilitar el acceso a una categoría de un tema en un sólo click, dando un <strong>número de resultados límitado a la pregunta realizada, categorizados de acuerdo al tipo de las mismas</strong>.</p>
<p style="text-align:justify;">Por otro lado buscadores basados en conocimiento simbólico, teoría de la computabilidad y lógica matemática, como el tan publicitado <a rel="nofollow" target="_blank" href="http://www.wolframalpha.com/">Wolfram</a>. Aún no me he acostumbrado a él y quizás mi juicio sea prematuro. Son <strong>buscadores que pretenden dar una respuesta única pero rica en detalle</strong>. Anda a medio camino entre la Wikipedia y los buscadores tradicionales. Como resultado de la pregunta realizada presenta una ficha de datos, sobre alguno de los cuales puede profundizarse mediante clicks. He de reconocer que tras tanta fanfarría mediática previa me ha decepcionado, aunque sea sólo por el hecho de que cuando lo probé no reconocía la &#8220;ñ&#8221;, y los resultados de &#8220;España&#8221; sólo eran accesibles preguntando por &#8220;Spain&#8221; o &#8220;Espana&#8221;.</p>
<p style="text-align:justify;">Finalmente, y quizás la apuesta más novedosa por su aproximación 2.0, los buscadores que tratan de <strong>localizar información generada en los diálogos que ocurren en la red en ese instante</strong>. Dentro de esta categoría, pero aún en los laboratorios, esta<strong> <a rel="nofollow" target="_blank" href="http://www.collecta.com/">Collecta</a>. </strong>Estos buscadores analizan la información que está siendo producida en los medios sociales en ese momento (e.g. WordPress, twitter, flickr, &#8230;), actualizándola en tiempo real. El resultado no deja de ser espectácular como puede verse en la demo de búsqueda del término <a rel="nofollow" target="_blank" href="http://obama.collecta.com/">&#8220;Obama&#8221;</a> en Collecta.</p>
<p style="text-align:justify;">Son sólo tres ejemplos de nuevos buscadores, es de esperar que en un futuro cercano surjan nuevas aproximaciones.          <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;"><strong>Soy anglófilo, lo he sido toda mi vida.</strong> Se que está confesión puede resultar rara en alguien que utiliza un seudónimo de pedigrí revolucionario, pero conviene recordar que Gran Bretaña fue la nación que nos dió a ese bendito heterodoxo llamado George Orwell. Y <strong>mi anglofilia crece desde que me intereso por esto del Gobierno Electrónico</strong>. Crecimiento que se vio acelerado hace unas semanas cuando asistí a un evento dónde estaban presentes las últimas tendencias que nos vienen de las islas.</p>
<p style="text-align:justify;">Puedo estar equivocado, pero <strong>las páginas de nuestro futuro se escriben en lengua inglesa y con el papel del <a rel="nofollow" target="_blank" href="http://www.cabinetoffice.gov.uk/">Cabinet Office</a>.</strong> El que aún lo dude, que eche un vistazo a la versión final del report <a rel="nofollow" target="_blank" href="http://poit.cabinetoffice.gov.uk/poit/">&#8220;<strong>The Power of Information&#8221;</strong>,</a> cuya primera recomendación es difícil imaginable en otras latitudes:</p>

<p style="text-align:justify;"><em><strong>Public servants should take part in online peer support forums as a matter of course. Public bodies should investigate and publish lists of the major forums in their areas of responsibility and engage with these following a published plan. </strong></em> <em>A cross-governmental list and set of Departmental plans should be published by the Cabinet Office by Q3 2009 with a follow up report on progress in Q1 2010. This builds on the enabling work advised by the Taskforce on the publication of social media guidance for or civil servants.</em></p>
</blockquote>
<p style="text-align:justify;">Cultura 2.0 en estado puro que me llevo de lectura piadosa para estas fechas de penitencia. Pero no era esta historia la que quería contar, sino la bella historia del voluntariado TIC en que se apoya <a rel="nofollow" target="_blank" href="http://www.sicamp.org/">&#8220;Social Innovation Camp&#8221;</a>. Una historia de coproducción de servicios públicos electrónicos con lo social como matiz diferenciador de otras similares (&#8220;Show us a better way&#8221; , &#8220;Rewired State&#8221;, &#8230;).</p>
<p style="text-align:justify;"><strong><a rel="nofollow" target="_blank" href="http://www.sicamp.org/">&#8220;Social Innovation Camp&#8221;</a> se define como un experimento para la creación de innovación social en la era digital.</strong> Tras esa declaración de principio se esconde un proceso incubador de microservicios públicos electrónicos, que <strong>pretende hacer frente al desajuste entre la oferta de servicios por parte del gobierno y la demanda de los ciudadanos. </strong>El sistema es sencillo:</p>
<ul>
<li>Concursos de ideas para que los ciudadanos expresen que necesitan</li>
<li>Selección de las mejores ideas aportadas</li>
<li>Organización de jornadas de fin de semana dónde aquellos que aportan ideas son puestos en contacto con voluntarios que ayudan a perfilar y prototipar los mismos</li>
</ul>
<p style="text-align:justify;">La creación de un base de voluntariado TIC facilitar el desarrollo de servicios electrónicos con valor social, se gestiona a través de la empresa social creadora de la iniciativa. Para cada campamento selecciona de entre los perfiles que dispone a aquellos que considera pueden aportar más valor.</p>
<p style="text-align:justify;">Ejemplos de resultados en distinto estado de puesta en producción son:</p>
<ul style="text-align:justify;">
<li><span style="text-decoration:underline;">Accescity:</span> Sistema de información sobre accesibilidad en el transporte basado en la aportación de la ciudadanía</li>
<li><span style="text-decoration:underline;">Support my parent:</span> Punto de reunión de oferta de cuidadores sociales con demanda de hijos que por diversas razones no pueden atender a sus padres como desearían.</li>
</ul>
<p style="text-align:justify;">Me <strong>resulta difícil pensar que en España se llegara a las </strong><a rel="nofollow" id="post-preview" class="preview button"> </a><strong>10 personas que se presentaran voluntarias </strong>para perder un fin de semana en estos asuntos. Reconozco, no ,que podría estar equivocado. Dejo para resolver la incógnita abierta la pregunta: <strong></strong><strong><span class="row-title">¿Estarías dispuesto a ser voluntario TIC y colaborar en la producción de microservicios? </span></strong></p>

         <content:encoded><![CDATA[<div class='snap_preview'><p style="text-align:justify;">Debía ser hace ya cosa de más de un mes, cuando <a rel="nofollow" target="_blank" href="http://apunteselectronicos.wordpress.com/2009/02/13/blogosfera-cuerpo-superior-de-sistemas-y-tecnologias-de-la-informacion/">hice un ejercicio de <strong>autocrítica del cuerpo funcionarial al que pertenezco en lo referente al escaso uso que hacemos de los medios sociales</strong></a><strong> </strong>para establecer más diálogos y procesos de colaboración informales entre nosotros. El <strong>ejemplo paradigmático es la web de nuestra asociación</strong>, que hay sigue en las mismas (lamentables) condiciones y con el mismo grado de (baja) incitación a su uso.</p>
<p style="text-align:justify;">Hice en aquella entrada ejemplos de usos de los medios sociales que han surgido de modo espontáneo, de <a rel="nofollow" target="_blank" href="http://apunteselectronicos.wordpress.com/funcionarios-en-red-beta/">iniciativas particulares de compañeros y que he registrado en una de las páginas de este blog</a>. La verdad es que entonces no hice ninguna mención a iniciativas alrededor de twitter, primero porque las desconocía, segundo porque era un fenómeno que por entonces me parecía marginal, inútil y de exclusivo uso por parte de exhibicionistas. No ha sido hasta que leí una reciente entrada del blog de Enrique Dans que comprendí el fenómeno twitter y traté de pensar en utilidades para el mismo. <a rel="nofollow" target="_blank" href="http://www.enriquedans.com/2009/03/ambient-intimacy.html">Iniciaba Enrique en esa entrada un diálogo alrededor del concepto de &#8220;ambient intimacy&#8221;</a>.</p>
<p style="text-align:justify;">Aunque la entrada de referida más arriba me hizo empezar a pensar alrededor del tema, no sería sino tirando del hilo cuando llegué a comprender la verdadera dimensión e importancia del &#8220;ambient intimacy&#8221; como palanca de innovación en un colectivo. <a rel="nofollow" target="_blank" href="http://www.thecontenteconomy.com/2008/11/ambient-awareness-and-findability.html">En la entrada de otro blog refiriéndose al tema</a> encontré el siguiente texto:</p>

<p style="text-align:justify;">&#8220;Has any one heard of this being used in a corporate environment? <strong>it seems that it could have great power in raising the awareness of others within an organization</strong>. Awareness of what others are working on can create opportunities for learning, collaboration, and innovation; ultimately leading to new product development and great ideas.&#8221;</p>

<p style="text-align:justify;">En muchas ocasiones, <strong>se nos llena la boca a los miembros del cuerpo de funcionarios al que pertenezco de decir que somos la fuerza de innovación y transformación de la Administración</strong>. Lo que parece claro, es que ,dentro del mundo colaborativo al que nos encaminamos, dicha afirmación es <strong>cuando menos arriesgada sino existe el conocimiento ambiental del trabajo que realizamos como colectivo</strong> que lleve a una puesta en común continua de conocimiento.</p>
<p style="text-align:justify;">Aquí es dónde entra en juego <strong>twitter como facilitador del conocimiento ambiental</strong>. Y así fue como se llega a su potencial como <strong>canal de broadcast de ideas y brainstorming continuo</strong>. Ahí ando ahora, tratando de convencer de las bondades de su uso para ciertos proyectos. Otra día hablaré de ellos.</p>
<p style="text-align:justify;">Pero el movimiento, se demuestra andando, así que vamos a <strong>ampliar el ecosistema de este blog con un canal de brainstorming</strong>, destinado a lo miembros del cuerpo y a todos los sospechosos habituales que también circulan por la blogosfera pública. Que cada cuál lance las ideas , preocupaciones y ocupaciones que tenga y crea oportunas en él, ya habrá quien las recoja. Las ideas estarán visibles en este blog haciendo uso de las nuevas funcionalidades de wordpress para incluir twitteos, por el momento sólo están visibles las pruebas de Gabi y mias para ponerlo a punto.</p>
<p style="text-align:justify;">El canal se llama, <strong>brainstorming-e</strong>, y lo hemos construido <strong>haciendo uso de <a rel="nofollow" target="_blank" href="http://grouptweet.com/">grouptweet</a></strong>. Para unirse a este canal y participar en la tomenta de ideas hay que seguir los siguientes pasos:</p>
<ol>
<li>Crearse un usuario twitter</li>
<li>Ir a http://twitter.com/brainstorming_e y pulsar al botón “follow”</li>
<li>Esperar a que el administrador del canal se haga seguidor vuestro y que os mande un “Direct Message” de bienvenida</li>
<li>Mirar en el buzón de “Direct Messages”, y dar al botón de reply (una especie de sobre con una flechita a la derecha del mensaje)</li>
</ol>
<p style="text-align:justify;">A partir de ese momento, cualquier “Direct Message” (DM) que envieis al canal brainstorming_e será recibido por todos los integrantes del canal. Para enviar un DM se puede hacer de dos modos:</p>
<ul>
<li> al entrar en twitter en la caja de “What are you doing?” introducir un mensaje en la forma “d brainstorming_e …..”</li>
<li> ir al buzón de Direct Messages en la caja de “send” seleccionar al destinatario “brainstorming_e” e introducir el texto del mensaje</li>
</ul>
<p style="text-align:justify;">Pues <strong>ya sólo queda empezar a usarlo</strong>, para contar lo que se quiera y pueda en 140 carácteres. Un <strong>canal para lanzar ideas</strong>, para quienes sean del cuerpo y para los que quieran que les escuchemos. <strong>Lo ideal es que lo hiciera nuestra asociación, mientras que ASTIC no haga, iniciemos el diálogo en otros frentes y de modo más abierto. <a rel="nofollow" target="_blank" href="http://sethgodin.typepad.com/seths_blog/2009/03/nothing.html">Hay que intentarlo</a>.</strong></p>

The conference was organsied by <a rel="nofollow" target="_blank" href="http://www.futuregovconsultancy.com/">FutureGov</a>.<br />

<p>We streamed the conference live through our ConferenceXtra service, a collaboration with <a rel="nofollow" target="_blank" href="http://www.gallomanor.com">Gallomanor</a>. People could watch the conference live and join in the conversation through a chat room. We had people from as far afield as London, Italy and America!</p>
<p>As most of the people were avid twitterers, we managed to hit Twitter&#8217;s scoreboard of most tweeted topics!</p>

         <content:encoded><![CDATA[<div class='snap_preview'><p>At today&#8217;s <a rel="nofollow" target="_blank" href="http://www.epractice.eu/">epractice.eu</a> conference in Brussels we were shown Ivo&#8217;s spell-binding film: &#8216;<a rel="nofollow" target="_blank" href="http://www.usnowfilm.com/">Us Now</a>&#8216;, clips of which are <a rel="nofollow" target="_blank" href="http://www.usnowfilm.com/clips">shown here</a>. The next showing of it in the UK is <a rel="nofollow" target="_blank" href="http://altogethernow-fe.eventbrite.com/?ref=twittershare">here&#8230; sign up</a>. Here&#8217;s the blurb:</p>

<p>Now, aside from the fact that he is officially my new geek crush, Ivo has created an extraordinarily powerful and compelling film that leaves you pretty speechless and perhaps a little bit disturbed. Here&#8217;s why&#8230;</p>
<p>Take it as read that the best are interviewed in the film, Clay Shirky has much to say, as does Paul Miller, whom I rate highly, Tom Steinberg, George Osborne, Ed Miliband, Matthew Taylor and so on, really, all the greats (although the decision to interview Ed Miliband over Tom Watson confuses me slightly, but hey ho).</p>
<p>So&#8230; we have about an hour&#8217;s worth of superb dialogue and compelling argument that leads the audience to a clapping crescendo, nodding and chuckling to themselves about how right they were to believe in this stuff. But&#8230; I am left a bit disturbed.</p>
<p>To reduce the whole film to the comparison between the crowdsourced management of the football team: <a rel="nofollow" target="_blank" href="http://www.ebbsfleetunited.co.uk/">Ebbsfleet United</a> and democratic government would not do it justice; yet it is what sticks, and disturbs.</p>
<p>Without you being able to see the film I know I am being a bit annoying, but let me try to explain. At one point in the film, for a disproportionately long time it has to be said, Ivo follows the success of Ebbsfleet United: a football team managed by its fans; the fans decide who plays, and where&#8230; and this &#8216;citizen-management&#8217; has got them to Wembley (I think, am not a football bird but that seemed to be the gist). There are many clips of over-excited and dedicated fans &#8216;planning&#8217; the match, deciding who plays where, and when. Great for ticket sales and garments, I presume&#8230; also engagement and enthusiasm in a woeful world, granted.</p>
<p>Where this all goes, which is a bit disturbing, is when Ivo transcribes the football playing field onto the Cabinet table, and starts showing us how we could be choosing who sits in what position, where on the table, what part they play. Cabinet Ministers becoming as suggestible/manageable as Ebbsfield United.</p>
<p>Visually compelling stuff indeed. But can you imagine what Sir Alex Ferguson would say? Let alone the rather confused Government of today?<br />
I am not going to get into party politics here, but I absolutely believe that all Ministers sitting in Parliament, whether in power or opposition, are there because they are fundamentally driven to *do* something.</p>
<p>What scares me about Ivo&#8217;s film, or just this Ebbsfield bit, is that there is no way I would ever sign up to a society governed by crowdsourced decisions and I am terrified that the digital revolution might, if not managed properly, tip the balance of lively debate into anarchy.</p>
<p>Why?</p>
<p>Because I expect the government voted in democratically by the citizens of this country, to do their job. I don&#8217;t want it, I don&#8217;t have the time nor the where-with-all to do their job. I don&#8217;t want or need the responsibility of running the country, from central to local government, every morning when I wake up. It is enough for me to keep my family going. I *want* to trust the people my country decides are fit to run the country (every four years) to do their job so that I can do mine.</p>
<p>Yes, there will always be dissent, and there will be challenges to the decisions taken by those in power. However, I rely on the Press to keep on the case on this one. I *believe* that if there is a travesty, the Press will pick it up and expose it, I will read about it and believe that if there has truly been an abomination against democracy, that the person/party/people involved will be brought to justice. I do not want to be the person to do that, I want those in the know to do that.</p>
<p>At this point I can feel the groundswell of outrage at my naivety, but I am being a generalist on purpose here&#8230; I am really scared abut what *we* are trying to do with our digital enablement of government.</p>
<p>Running a country is a tortuous business, I imagine/assume. It is greater than running a consultancy, a bank, a hedge fund, a football club&#8230; all of which we accept requires skill that we do not question. The fact that I belong to a democratic country means that I cannot just sit on my backside and wait to be told what to do, I am allowed to affect the decisions taken, should I care to. The problem is that I don&#8217;t always know what these decisions are, where to find them and how to engage/influence.</p>
<p>Surely, the digital revolution is more about a release of shared responsibility for the governing of a country. It is not an abdication of responsibility for those we vote in: please let&#8217;s not propose governance that relies on crowdsourcing decision-making on a macro, mesa or micro level. What it is is a new channel for the decision makers (who are busy dealing with enormous stuff, like war for example) to understand what is concerning the citizens of the country, enabling them to address these without relying on expensive &#8216;citizen insight&#8217;.</p>
<p>It also should mean that us citizens will stumble upon apt policies in the making, that we can affect, engage with and potentially influence &#8211; because our government is able to understand our concerns and will act accordingly. (Effective consultation.)</p>
<p>That is what I want to achieve by working in this space in the UK government departments. To make sure that those needing to know what we, citizens, think, can do so without too much effort (monitoring of social space); assist engagement where appropriate and be a guiding hand in what is *frankly* a daily explosion of information and data.</p>
<p>Why?</p>
<p>So that they can do their job and we can do ours.</p>

I have just got back from <a rel="nofollow" target="_blank" href="http://www.epractice.eu/people/3112">David Osimo</a> and <a rel="nofollow" target="_blank" href="http://www.futuregovconsultancy.com/index.php/about/">Dominic Campbell</a>&#8217;s <a rel="nofollow" target="_blank" href="http://www.futuregovconsultancy.com/index.php/2009/03/09/following-the-public-services-20-event-online/">conference in Brussels</a>, that &#8211; apart from being thought-provoking &#8211; gave me some much needed train/MAC time to knock some stuff off my &#8216;to do&#8217; list (and add to my list of things to yell for help on through my blog).</p>
<p>Anyway, Brussels/EU/stuff&#8230;</p>
<p>I was there with James Darling to speak about what we did at Rewired State. What was great was that, quite by chance, we happened to be on a panel of people showcasing everything that they had done with data. It was billed as a web 2.0 conference, but as we all know this is far greater than meeting the general cry for a MyFace or Spacebook account. Here&#8217;s the list of people we were on a panel with:</p>
<ul>
<li>Jack Thurston, founder, <a rel="nofollow" target="_blank" href="http://farmsubsidy.org/">Farmsubsidy</a> (EU) &#8211; <a rel="nofollow" target="_blank" href="http://commentisfree.guardian.co.uk/site_imagery/jack_thurston_140x140.jpg">looks</a> a bit like <a rel="nofollow" target="_blank" href="http://ixpats.com/dubai-expats/wp-content/uploads/2009/01/fatboy-slim.jpg">fatboy slim</a>, Jack is the champion of &#8216;getting stuff done&#8217; in the EU, hoping to do a rewired state type event (making a big play for <a rel="nofollow" target="_blank" href="http://coupde.com/">boy wonder</a>&#8217;s geekery skills &#8211; join the queue). He was disappointed that so much of the panel, and day, was showcasing UK talent and achievement, I concur and look forward to this being done with more of a European show-off</li>
<li><a rel="nofollow" target="_blank" href="http://www.mysociety.org/2007/10/04/interview-with-romanian-edemocracy-site-builder-adrian-moraru/">Adrian Moraru</a>, IPPC: how MEPs vote: he had a great voting record hack to show, but as they had run out of funds, it is no longer available online to view. Shame, I hope they get their funds, and/or the geeks get their hands on the Opensource info and recreate it for us to enjoy. I am v interested in Adrian&#8217;s work and hope we have more Eastern block talent shared at future events</li>
<li>David Price, <a rel="nofollow" target="_blank" href="https://debategraph.org/">Debategraph</a>: this kind of went over my head in the quick ten minute showcase; however, it is one that I will go and have a proper look at. I believe that somewhere in here is the answer to monitoring online consultation.</li>
</ul>
<p>So then us. You see? All hacks.</p>
<p>This then lead into another panel, lunch, Ivo Gormley&#8217;s film: <a rel="nofollow" target="_blank" href="http://www.usnowfilm.com/">Us Now</a> and an afternoon of meso and macro level approach to Public Services 2.0. I am pretty sure it will all be shown and available, keep watching FutureGov&#8230; it was very good and worth watching/following but I will not do a blow by blow here.</p>
<p>Conversation at lunch revolved around data provision and procurement of talent such as the geeks at Rewired State. For the former, I look squarely in the direction of Richard Stirling, Power of Information Taskforce. For the latter, I am slightly more out of my depth, however the Agile Procurement Manifesto, based on the <a rel="nofollow" target="_blank" href="http://agilemanifesto.org/">Agile Manifesto</a>, proposed by the agile procurement group (borne of UKGovBarCamp09) looks like it will begin to address this. (This is a bit of a teaser, the wiki will be up shortly and I will definitely show you where and when.)</p>
<p>Ivo Gormley&#8217;s film inspired the most thought for the day but I will do this in a separate post. All in all it was a good day, and I am excited about what is happening across Europe in this public service 2.0 space.</p>
